The Delta state government has urged those soughing what the 13 percent derivation is used for should question other states including FCT what they have used their resources for not just the Niger Delta states.
The spokesman for the government, Mr. Charles Aniagwu stated this on Tuesday at a press briefing in Asaba.
Mr. Aniagwu noted that Nigerians are entitled to ask questions as to whatever fund is at the disposal of public officers and know what the fund is used for.
He said Delta state has continued to explain what it uses its resources for, and they are visible.
He added that the constructions of the flyover, roads, drainages, bridges, and human capacity building development through different platforms are not done on the voodoo economy, but money was spent on achieving them.
He maintained that ” the 13 percent derivation is recognized as the resources derived from Delta state and not free bills.
Adding, ” they make it look as if the 13 percent is coming as if somebody is giving us windfall, 13 percent is not windfall”.
He disclosed that “when we prepare budget we take cognizant of the 13 percent, so when people come and asked us what we did with our money, the budget we prepared, what did we use in computing that budget? Because they make it look as if the money were not expected”
He maintained that “even at the federal level, the Abacha loot that is not even a source of revenue is part of what they use in computing the federal budget”.
“If a federal government is using loot to compute budget, why are they killing us that are using our legitimate earnings to compute budget?
“ Enough of this blackmail about 13 percent as if somebody has given us free money, and then they want us to account for their free money.
“ That money is budgeted for, and it is legitimate earnings of the Niger Delta state that is constitutionally guaranteed, and so if anybody must seek for equity let him come with a clean hand and asked all the states to explain what they do with their resources, don’t single out 13 percent only in Niger Delta states” he added
