The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Emmanuel Ogunyemi, a Lagos State civil servant, for unlawfully receiving salaries from two government agencies simultaneously.
Investigations revealed that Ogunyemi was on the payroll of both the Lagos State Universal Basic Education Board (SUBEB) and the Agbado Oke-Odo Local Council Development Area (LCDA), illegally pocketing a total of N3.49 million.
The commission charged Ogunyemi with violating Section 19 of the Corrupt Practices and Other Related Offences Act 2000, filing an eight-count charge against him at the Lagos State High Court, Ikeja (Charge No: ID/25541C/2024).
Opting for a plea bargain, Ogunyemi pleaded guilty to three reduced charges before Justice Ismail Ijelu, who subsequently convicted him.
Under the plea bargain agreement, Ogunyemi was fined N1.5 million and ordered to perform three days of community service under the supervision of the Lagos State Ministry of Justice.
Additionally, he signed a N5 million bond of good behaviour, which will be forfeited if he commits any offence in the future.
Before his arraignment, Ogunyemi voluntarily refunded the entire N3.49 million to the ICPC recovery account. The court ordered the forfeiture of this sum to the federal government.
Ogunyemi also submitted a written undertaking promising to comply with the law moving forward.
The prosecution was led by ICPC lawyers Yvonne William-Mbata, Roseline Eze, and Oluwayemisi Pereira, while Ogunyemi was represented by Kehinde Adeleke.
The ICPC described the conviction as part of its sustained efforts to enforce accountability and integrity within Nigeria’s public service.
