The Rivers State House of Assembly, under the leadership of Speaker Martin Amaewhule, has halted all government expenditures by Governor Siminalayi Fubara until he presents his budget to the lawmakers.
This action was taken during a plenary session on Monday, following the expiration of a seven-day ultimatum given to Governor Fubara to submit the 2024 budget.
The motion was raised by the House Leader, Major Jack, who informed the Assembly about the governor’s failure to comply with the deadline.
In a unanimous decision, the House voted to shut down the Rivers State Consolidated Revenue Account, effectively preventing any financial transactions by the Fubara administration.
This development follows the Amaewhule-led Assembly’s earlier demand on July 8 for the governor to resubmit the 2024 budget, accusing him of violating the provisions of the 1999 Constitution.
In a letter dated July 8, 2024, signed by Speaker Amaewhule, the Assembly outlined the governor’s constitutional breaches.
This order was issued during the first session of the pro-Wike House after several months of recess.
Previously, Governor Fubara had presented the budget to a faction of the House led by his current Chief of Staff, Edison Ehie, who served as Speaker at that time.
The pro-Fubara lawmakers had passed the budget estimates, which the governor subsequently signed into law.
