The Centre for Information Technology and Development (CITAD) has commended the Nigerian Communications Commission (NCC) for what it described as significant progress toward establishing a regulatory framework for Community Networks aimed at expanding connectivity in underserved areas.
In a statement issued on Sunday in Kano, CITAD’s Executive Director, Y.Z. Ya’u, said the development marked a major milestone in efforts to bridge Nigeria’s digital divide, particularly in rural and hard-to-reach communities where commercial operators have limited presence.
Ya’u noted that Community Networks offer a practical, people-driven solution to delivering affordable and inclusive communication services, adding that a clear and enabling regulatory environment would empower communities while advancing national goals on digital inclusion, innovation and socio-economic development.
He also welcomed the NCC’s public acknowledgement of its collaboration with CITAD and other stakeholders, describing the engagement as crucial to ensuring that the framework reflects the realities of grassroots connectivity challenges.
“CITAD has consistently advocated Community Networks as a people-centred approach to bridging Nigeria’s digital divide. We therefore welcome the NCC’s commitment to engaging stakeholders to finalise and operationalise this framework,” he said.
The organisation urged the commission to sustain the momentum by adopting policies that are inclusive and flexible, particularly in support of non-profit and community-led initiatives, while providing clear pathways for licensing, spectrum access and technical assistance.
CITAD reaffirmed its readiness to continue working with the NCC, government agencies, civil society groups and local communities to ensure that Community Networks become a practical and impactful tool for improving access to communication services across the country.
The NCC has in recent months intensified consultations with stakeholders as part of efforts to develop a regulatory structure that will formally recognise and support Community Networks in Nigeria’s telecommunications landscape.
