The federal government has earmarked N115 billion in the 2026 proposed budget to reintegrate former militants under the Presidential Amnesty Programme (PAP), aimed at stabilizing the Niger Delta region and fostering sustainable development.
The allocation, listed as an ongoing project under the service-wide vote of the Ministry of Budget and Economic Planning, is part of the ministry’s N9.1 trillion budget in the 2026 appropriation bill.
The ministry, which manages the nation’s budgetary planning, houses agencies such as the National Bureau of Statistics (NBS), Centre for Management Development (CMD), and the Nigerian Institute for Economic and Social Research (NISER).
The Presidential Amnesty Programme is designed to provide skills acquisition, employment, and social reintegration for former militants, many of whom were once involved in violent agitation that disrupted economic activities in the Niger Delta.
Analysts say sustained funding for the programme is key to preventing a resurgence of militancy in the oil-rich region.
President Bola Tinubu presented the N58.18 trillion 2026 federal budget to the National Assembly on December 19, 2025, with a focus on consolidating economic stability and enhancing national security.
The budget allocates N5.41 trillion, about 9.3% of total spending, to defence and security, highlighting the administration’s commitment to ensuring a secure environment for investment.
The Senate passed the budget for second reading on December 23, 2025, signalling legislative support for the administration’s fiscal priorities. In presenting the budget, Tinubu emphasized that economic growth cannot be sustained without robust security measures and careful management of public resources.
The N115 billion allocation for PAP reflects the government’s ongoing efforts to rehabilitate and reintegrate ex-militants, turning former insurgents into productive citizens and promoting peace in the Niger Delta.
