    Maiduguri, Nigeria

In a transformative step toward rebuilding the psychosocial fabric of communities torn apart by conflict, the North East Development Commission (NEDC) has launched a pioneering Mental Health and Psychosocial Support (MHPSS) program focused on children and adolescents aged 10 to 17 across Borno State. The launch event, held at the Emeritus Umaru Shehu MHPSS Hall at the Federal Neuropsychiatric Hospital, Maiduguri, marked a significant milestone in mental health innovation—not just for Nigeria, but for the entire sub-Saharan African region.

The initiative is a joint effort between the NEDC, the Child Mortality Control and Eradication Foundation (CMCEF), the Federal Neuropsychiatric Hospital Maiduguri (FNPHM), and other key development partners. It is the first program of its kind in the region and is deeply rooted in community-based mental healthcare. Designed for scalability, the project draws heavily from lessons learned during its pilot phase and leverages teleconsultations and school-based interventions to reach even the most remote and underserved communities.

    A Program with Purpose

For over 15 years, the northeastern region of Nigeria has battled security challenges that have left deep psychological scars on the population—particularly among children. This initiative targets that silent but urgent crisis head-on. By focusing on early interventions, the project aims to mitigate future security risks, reduce healthcare costs, combat stigma, and build healthier, more resilient young citizens.

The six-month rollout plan, unveiled during the launch, includes community-wide sensitization, stakeholder engagement, and intensive training programs. The program will be deployed across several local government areas, including Biu, Chibok, and Monguno, and will extend to selected schools and primary healthcare centers as focal points for service delivery.

    A Three-Tiered Support System

The project features a three-tiered implementation structure designed to provide layered, escalating levels of care. At the first tier are Community Health Extension Workers (CHEWs), specially trained in the use of mobile tools to screen for mental health symptoms and communicate effectively with affected children.

The second tier includes clinical psychologists and psychiatric nurses who are responsible for community awareness campaigns and focused group discussions with parents, local leaders, and school heads. These discussions are critical for tailoring interventions to suit the specific needs of each community.

The third tier, led by psychiatrists via teleconsultation, ensures that severe cases are escalated efficiently and ethically. This tier also acts as a supervisory body for the lower tiers, maintaining a seamless flow of expertise and guidance across the hierarchy.

    School-Based Interventions and Parental Involvement

The program places a strong emphasis on mobilising schools as entry points for psychosocial interventions. During the launch event, detailed plans were shared for school sensitization campaigns aimed at preparing educators and students alike for the integration of MHPSS services.

Parental education and engagement were also key discussion points. By counseling and informing parents, the program ensures that families understand the importance of mental health care and become allies in the healing process.

    Partnerships That Power the Future

In an exciting move, the NEDC also revealed its intent to collaborate closely with the Ministry of Education, reinforcing the program’s integration into existing educational structures. This holistic approach not only supports children within clinical and community settings but also within the very schools they attend daily.

According to stakeholders, the program’s Adaptive Project Management methodology ensures it can quickly respond to changing on-ground realities, community needs, and logistical hurdles—crucial in a region where unpredictability is the norm.

    A Vision Beyond Borders

Though the current focus is on Borno State, the project has been intentionally designed for scalability. With sustained support and cross-sector collaboration, there are high hopes it could become a model for sub-Saharan Africa, contributing meaningfully to global mental health outcomes and several Sustainable Development Goals (SDGs).

In a region where trauma has been generational and deeply rooted, this MHPSS program offers a glimmer of hope—not just through treatment but through the power of understanding, early intervention, and community-based care.

As one attending official noted, “We are not just building back communities; we are restoring futures.”
