The Nigeria Security and Civil Defence Corps (NSCDC) has arrested four suspects for allegedly operating a sophisticated impersonation and forgery syndicate that targeted government institutions and foreign embassies in Abuja.
The suspects — identified as Hon. Hassan Sani Jikan Mallam, Obeten John, Abubakar Mohammed, and Lucky Ndirika Emenike — were apprehended by operatives of the Corps’ Special Intelligence Squad (SIS) following credible intelligence on their illicit activities.
According to a statement issued on Wednesday, October 22, 2025, by the NSCDC spokesperson, Chief Superintendent of Corps (CSC) Afolabi Babawale, the prime suspect, Jikan Mallam, had been parading himself as a member of the House of Representatives representing Katsina Central Constituency.
Under the false identity, he reportedly issued official correspondences, complimentary cards, and dispatch envelopes bearing the inscription:“Federal Republic of Nigeria, Hon. Hassan Sani Jikan Mallam, Member, House of Representatives, Katsina Central Constituency, National Assembly Complex, Abuja.”
Babawale said the suspects were arrested after they deceitfully sought an audience with the NSCDC Commandant General, Prof. Ahmed Abubakar Audi, posing as a serving lawmaker.
“In his zero tolerance for corruption and economic sabotage, the Commandant General ordered the immediate arrest and thorough investigation of the four suspects for criminal conspiracy, forgery, false personation and attempts to deceive the public,” Babawale said.
Preliminary investigations revealed that the fake lawmaker, in collaboration with his accomplices, had been visiting government agencies, ministries and embassies under the guise of an official representative of the National Assembly.
During interrogation, Jikan Mallam allegedly confessed to hiring a Prado SUV with registration number ABC 359 GN for his operations and recruiting a driver, Lucky Ndirika Emenike.
He also enlisted one Inalegwu Ameh, who posed as a police orderly, and Inspector Obeten John, who allegedly dressed in camouflage to complete the false identity of a lawmaker’s convoy.
The suspects were said to have paid visits to the Ministry of Art and Culture, Transmission Company of Nigeria, Federal Secretariat, Spanish Embassy, and the Ministry of Works and Housing, among others, where they allegedly submitted letters, visa applications, and other forged documents under the guise of official correspondence from the National Assembly.
They were eventually arrested while attempting to meet the NSCDC Commandant General at the Corps headquarters in Abuja.
Recovered items from the suspects include several forged letterheads of the National Assembly of Nigeria, complimentary cards, official dispatch envelopes, and copies of letters addressed to ambassadors of Spain, France, the Netherlands, and China, as well as documents purportedly sent to the Federal Inland Revenue Service and Nigerian National Petroleum Company Limited (NNPCL).
In his reaction, the Commander of the Special Intelligence Squad, Commandant A.S. Dandaura, confirmed that all four suspects had confessed to varying levels of involvement in the crime.
“The investigation is ongoing, and upon conclusion, the suspects will be prosecuted in a court of competent jurisdiction to serve as a deterrent to others who may wish to engage in similar acts,” Dandaura stated.
He urged members of the public to remain vigilant and report any suspicious individuals posing as government officials or security operatives to the nearest security agency.
