The Human and Environmental Development Agenda (HEDA Resource Centre) has demanded the disclosure of all legal fees paid by the Central Bank of Nigeria (CBN) to lawyers and law firms that represented Nigeria in the controversial Process and Industrial Developments Limited (P&ID) case.
HEDA’s Chairman, Mr. Olanrewaju Suraju, made the demand in a letter addressed to the CBN Governor, Mr. Olayemi Cardoso, invoking the provisions of the Freedom of Information (FoI) Act, 2011.
The organization requested the full list of legal representatives and firms engaged in the case, along with detailed records of all payments made during and after the litigation at the Commercial Court of the High Court of England (Claim No: CL-2019-000752).
In a statement issued on Saturday, HEDA said its request was part of its ongoing efforts to promote transparency, public accountability, and responsible governance in the management of national resources.
Suraju noted that while the CBN facilitated the payment of legal fees on behalf of the Federal Government, Nigerians deserved to know the exact amounts expended and to whom such payments were made.
He stated, “The public has a right to know how much was spent from national resources on legal representation in the P&ID case. Transparency in this regard is crucial for accountability, as it will help Nigerians understand the financial implications of international trade disputes involving the country.”
The anti-corruption advocate added that the demand formed part of a broader research initiative by HEDA on the cost and management of international trade disputes between states and private entities.
He described the P&ID case as “a significant reference point in Nigeria’s international legal history,” stressing that lessons must be drawn from how such matters are handled to prevent future losses.
HEDA urged the CBN to provide the requested information within seven days, in line with the provisions of the Freedom of Information Act.
