A United States Congressman, Scott Perry, has alleged that the U.S. Agency for International Development (USAID) is directly funding terrorist organizations, including Boko Haram, Al-Qaeda, and ISIS.
Perry, a Republican representing Pennsylvania, made the explosive claim during a congressional hearing on government efficiency, alleging that nearly $700 million in taxpayer funds were being funneled into extremist groups under the guise of foreign aid.
“Your money—$697 million annually—plus shipments of cash go to Madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS-Khorasan, and terrorist training camps.
“That’s what it’s funding,” Perry declared during the hearing titled, The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud.
The congressman further alleged that USAID mismanaged an $840 million education-related program in Pakistan over the past two decades.
He claimed that out of $136 million allocated for the construction of 120 schools, there was “zero evidence” that any were built.
“Somebody else got the money,” Perry said. “You are paying for terrorism. This has got to end.”
The accusations come amid calls from former U.S. President Donald Trump and billionaire entrepreneur Elon Musk to shut down USAID, citing corruption and wasteful spending.
Trump, who has long criticized the agency, reaffirmed his stance on his social media platform, Truth Social, describing USAID as a drain on government resources.
Meanwhile, Musk, whom Trump appointed to lead the Department of Government Efficiency, has called USAID a “viper’s nest of radical-left Marxists who hate America.”
Musk further alleged that the agency engages in rogue CIA operations and even played a role in funding bioweapon research, including COVID-19.
Trump has vowed to dismantle government bureaucracy through the Department of Government Efficiency, which is expected to scrutinize USAID’s spending and foreign aid allocations.
USAID has yet to respond to the allegations, but the claims are expected to spark intense debate over the agency’s role in international development and counterterrorism efforts.
