The Lagos State Internal Revenue Service (LIRS) has once again underlined its determination to revolutionize revenue generation in the state by harnessing cutting-edge technology and deploying effective advocacy strategies.
Mr. Ayodele Subair, the Executive Chairman of LIRS, shared these insights during an interview on the recently launched “The Tax Talk,” a 30-minute television program aimed at enhancing public awareness about taxation.
Leveraging Technology for Progress:
Subair highlighted how technology has become a linchpin for LIRS’s operations, driving operational efficiency and revenue growth.
He attributed the success of technology integration to past leadership, particularly acknowledging President Bola Tinubu’s role in introducing technology-driven revenue generation during his tenure as the state governor.
Subair acknowledged the contributions of subsequent governors, including Babatunde Fashola, Akinwunmi Ambode, and the current governor, Babajide Sanwo-Olu.
These leaders played pivotal roles in securing the autonomy of LIRS, thereby fostering a remarkable level of effectiveness.
Segmented Approach for Enhanced Efficiency:
Delving into LIRS’s strategic approach, Subair emphasized the importance of market segmentation. Recognizing diverse players in the market, both structured and unstructured, LIRS strategically tailored its processes and services to cater to the unique needs of various taxpayer segments.
Process Reengineering and Human Capital Enhancement:
Subair highlighted that process reengineering was a cornerstone of LIRS’s transformation journey.
The agency critically assessed its processes, streamlining them to eliminate complexities and inefficiencies. Moreover, investments in human resources and training programs ensured that LIRS staff were equipped to deliver on their tasks efficiently.
Embracing E-Tax Applications:
Under Subair’s stewardship, LIRS introduced the groundbreaking e-tax application—a comprehensive end-to-end tax administrative solution.
This system encompasses everything from registration and assessment to filing returns and making payments through various channels.
The result is a streamlined, user-friendly experience that eliminates unnecessary hassles.
Empowering the Informal Sector:
Subair highlighted the innovative IBILE hub software, designed specifically to cater to the needs of the informal sector.
This software enables installment payments, addressing a crucial need within this sector.
Advocacy as a Driving Force:
While technology was pivotal, Subair underscored the role of advocacy in LIRS’s success story.
By proactively engaging taxpayers and stakeholders, LIRS has effectively bridged gaps and built trust.
Advocacy serves as a crucial tool to communicate the social contract between the government and citizens, emphasizing the importance of civic duties.
Promoting Trust and Driving Revenue:
Subair discussed the significance of bridging the trust deficit between the public and the government.
As this trust grows, it fuels revenue generation, allowing Lagos to invest in development and provide high-quality social services.
Although progress continues, Subair remained optimistic that LIRS’s advocacy efforts will yield even more positive results in the future.
LIRS’s innovative blend of technology and advocacy stands as a blueprint for driving revenue growth, fostering development, and ensuring a symbiotic relationship between the government and its citizens.
As the agency forges ahead, its commitment to transformation remains unwavering.
