The Osun State House of Assembly has commenced moves to establish a legally backed Park Management System across the state, weeks after deadly violence over the control of motor parks claimed the lives of at least two people, including a government ally identified as Ajagungbade Emir.
The proposed legislation, which seeks to provide a formal framework for the administration and management of motor parks and garages, passed its first reading at the Assembly on Monday under the leadership of Speaker Adewale Egbedun.
The development followed Governor Ademola Adeleke’s decision to reintroduce the Park Management System after violence reportedly erupted over the leadership and control of a motor park.
The governor had also ordered the immediate vacation of affected parks by rival groups and directed security agencies to restore peace and prevent further clashes.
The latest legislative move could transform the governor’s executive directive into a statutory framework for managing parks and garages across Osun.
The proposed law is expected to define the structure for administering the facilities and regulating activities within them, although details of its provisions were not immediately made public.
The development comes against the backdrop of growing tensions over the control and leadership of motor parks, culminating in the reported killing of Ajagungbade Emir and another person.
Following the killings, Adeleke directed the Commissioner of Police in Osun State to investigate the incident and arrest all persons allegedly involved.
In a statement by his spokesperson, Olawale Rasheed, the governor said there would be no sacred cows in the investigation, directing security agencies to ensure that those responsible were brought to justice.
“The governor charged the Commissioner of Police to act immediately to arrest all those involved. Law and order must be maintained. There will be no sacred cows as all culprits will be brought to book,” the statement said.
Adeleke also directed security agencies to restore normalcy in the affected motor parks and other areas where tension had been reported.
“We call on members of the public to remain calm. We will ensure restoration of peace in all the affected parks and areas. The security agencies are under instruction to ensure the sustainability of peace at all cost,” the governor said.
Beyond the investigation into the killings, the governor announced the reintroduction of the Park Management System as part of measures to curb disputes and restore order in motor parks and garages.
Adeleke had said he would issue an Executive Order to establish the system pending the emergence of a legislative framework.
“We are reintroducing the Park Management System. I will soon issue an executive order to give effect to the new management system to manage parks and garages across the state,” he said.
The governor’s directive also required rival groups involved in the disputes to vacate affected parks while security agencies worked to stabilise the situation.
With the bill now before the Assembly, the administration’s proposed management structure is moving beyond an executive directive and into the legislative process.
The Assembly’s consideration of the bill will determine the legal framework for the proposed system, including how motor parks and garages will be administered and regulated across the state.
The move comes at a critical time for Osun, where disputes over motor park control have increasingly raised security and public-order concerns.
The immediate challenge for the authorities will be to ensure that the new system, if enacted, addresses the underlying disputes without creating fresh areas of contention among groups seeking control of the state’s motor parks.
