The Federal Government has removed universities and other tertiary institutions under its control from the Integrated Personnel and Payroll Information System (IPPIS), shifting them to an alternative payment platform.
The Office of the Accountant General of the Federation (OAGF) confirmed this development, explaining that it aligns with a directive from the President Bola Tinubu administration aimed at restructuring the payroll management system for federal tertiary institutions.
OAGF’s Director of Press and Public Relations, Bawa Mokwa, elaborated on the transition, stating that the shutdown of IPPIS for these institutions was an anticipated response following the government’s directive.
“It was only natural for the IPPIS platform for FTIs [Federal Tertiary Institutions] to be shut down, given the Federal Government’s directive to remove these institutions from the system,” Mokwa said.
Mokwa explained that, moving forward, salaries for November and subsequent months would be processed through the Government Integrated Financial Management Information System (GIFMIS), which is designed to enhance financial accountability and management within government bodies.
He added that federal institutions have been advised to prepare their payrolls in Excel format for submission to IPPIS, which will conduct the necessary verification before payments are processed.
Responding to concerns over potential alterations to salary account details, Mokwa reassured employees that the OAGF has not mandated any changes to financial institutions linked to IPPIS accounts.
He emphasized that safeguarding workers’ welfare is a priority, adding, “No misleading or panic-inducing instructions would be issued.”
Mokwa clarified that any decision to change salary accounts remains at the discretion of employees, without compulsion from the IPPIS office.
He further urged financial institutions to improve their service quality to manage workers’ salary accounts effectively, and encouraged employees with legitimate reasons for changing their accounts to follow official OAGF procedures to ensure smooth transitions without disruptions to payroll.
This policy shift reflects the government’s ongoing efforts to streamline payroll operations within its institutions while maintaining a stable and transparent system for employees.
