…Infrastructure Takes Lion’s Share

The Ogun State Government has unveiled a N1.055 trillion appropriation bill for the 2025 fiscal year, titled the “Budget of Hope and Prosperity,” with a significant emphasis on capital projects and human development.
The state Governor, Dapo Abiodun while presenting the 2025 appropriation Bill to the state House of Assembly,on Wednesday, disclosed that the proposed budget, the sixth of his administration, seeks to address current challenges, implement reforms, and lay a foundation for sustainable economic growth.
PLATFORM TIMES reports that the budget is projected to be funded by a mix of internally generated revenue (IGR), federal statutory allocations, and capital receipts .
PLATFORM TIMES reports that the total funding includes:N120.97 billion from the State Internal Revenue Service (OGIRS),N193.85 billion from other Ministries, Departments, and Agencies (MDAs), bringing IGR to N314.82 billion,N228.06 billion from statutory allocations, including FAAC and VAT, and N472.66 billion from capital receipts, comprising internal and external loans as well as grants.
Governor Abiodun stressed that the proposed expenditure of N1.055 trillion comprises: Recurrent Expenditure: N453.56 billion, including personnel costs (N120.14 billion), consolidated revenue costs (N37.49 billion), public debt charges (N76.07 billion), and overhead costs (N219.86 billion).
On capital expenditure, Abiodun explained that N600.98 billion, representing 57% of the budget, aimed at addressing infrastructure deficits and enhancing public service delivery.
On Sectoral Allocation, PLATFORM TIMES further reports that the budget prioritizes infrastructure,education, health, , and social services.
Speaking on his plan for education,Abiodun told the lawmakers that N177.835 billion (17%), the highest allocation, was aimed at improving access, quality, and infrastructure in the sector.
On health, he said N134.538 billion (13%), is targeted at renovating hospitals, revitalizing primary healthcare centers, and procuring medical equipment.
On Infrastructure, he disclosed that N284.456 billion (27%), covering road construction, metro rail projects, and rural road rehabilitation.
He stated that other allocations include housing and community development (N66.382 billion), agriculture and industry (N65.387 billion), and social protection (N39.836 billion).
Speaking further on key projects in 2025 budget proposal, Abiodun said it budget outlines several transformative projects to drive economic recovery and social progress.
According to him, Renovation and equipping of hospitals and health centers across the state, Construction of roads, including the rehabilitation of 150km feeder roads, Upgrading rural roads and energizing communities with new transformers,Extension of metro rail lines in Agbado-Kajola, Okokomaiko-Agbara, and Mowe-Iperu and construction of the Ogun Lodge Government House in Abuja.
He added that his administration shall engage in Development of the OGIRS Revenue House and a modern Court of Appeal.
